  • No claims for reimbursement of relocation costs or information of a confidential nature may be submitted to the RPC service desk.
  • No email attachments of any kind can be accepted through the Service Desk email address. Emails should be submitted in plain text. Emails that contain images or attachments of any kind are not accepted at this email address.
  • When an email is sent to info@CbandRPC.com, a ticket is created within the RPC Service Desk, Jira. Communication regarding the inquiry will be provided to the sender via the @CbandRPC.atlassian.net email domain.

How to Report Suspected Fraud, Waste, or Abuse

The Relocation Payment Clearinghouse (“RPC”) is committed to guarding against and mitigating the risk of fraud, waste, and abuse in the C-band relocation program. The RPC has established a process for C-band stakeholders, interested parties, and RPC personnel to confidentially report suspected fraud, waste, or abuse related to the C-band relocation program. Report any suspected fraud, waste, or abuse in the C-band relocation program to the RPC via telephone at (301) 280-3600 or via email to CbandRPC.Hotline@CohnReznick.com. When reporting via email, the reporter’s email address will be anonymized upon receipt of the message. Voicemail messages will be transcribed prior to sharing with the authorized RPC Risk and Governance personnel. Information provided will only be shared with RPC Risk and Governance personnel authorized to review such reports and authorized RPC personnel required to determine next steps.

The RPC should be notified of suspected fraud, waste, or abuse related to the submission, review, processing, and payment of reimbursement claims; the administration of the reimbursement fund; the billing of overlay licensees; and other financial aspects of the C-band relocation program. This could include suspected irregularities involving C-band stakeholders or RPC personnel. In addition, the RPC should be notified of suspected administrative misconduct by RPC personnel and/or contractors or others, such as the following:

  • misappropriation of funds or other assets;
  • improper reporting or handling of funds;
  • insider trading or profiting from private or sensitive information;
  • accepting bribes or gifts from claimants, stakeholders or vendors;
  • accepting kickbacks;
  • unauthorized destruction of records; and/or
  • other similar irregularities related to RPC operations.

Individuals who wish to report suspected fraud, waste, or abuse related to the C-band relocation program to the RPC may do so in one of three ways:

  1. Provide information anonymously (without providing any identifying information);
  2. Provide information, including the reporting individual’s identity and contact information, and request that the report be handled confidentially; or
  3. Provide information, including the reporting individual’s identity and contact information, with no restrictions.

The RPC will not share information on any actions taken regarding a reported allegation. Consistent with the Federal Communications Commission’s (FCC’s) oversight obligations, the RPC will report to the FCC all evidence and/or each allegation of suspected fraud, waste, or abuse related to the C-band relocation program along with an initial assessment of the credibility and substantiality of any such allegation.

The RPC’s website will be updated over time to provide further information on the appropriate channels for submitting claims for the reimbursement of relocation costs and for other official purposes.
